Why Ghana's road maintenance funds keep failing, and the four changes that would matter most. Ghana created a dedicated maintenance fund twice, in 1997 and again in 2025, and neither arrested the deterioration of the network. The binding constraint turns out to be how the financing statutes are drafted: every instrument can be complied with in full while the roads get worse.
